Cameras in Electronics/EMS Plants: ESD Discipline, Line Changeovers and Traceability
In an EMS plant your SMT machines already log placements, feeders and AOI rejects. Cameras earn their money only in the four gaps the MES cannot see: ESD and gowning discipline at the EPA entry, changeover minutes between jobs, manual-assembly and packing stations, and the rework loop where boards quietly circle back.
If you run a 200–1000 worker electronics plant — an SMT line or three in Noida's Sector 63 belt, a SIPCOT unit near Sriperumbudur, a Hosur assembly shed — you have already bought machine data. Your pick-and-place tells you cycle time. Your AOI tells you defect rate. What neither tells you is what people did between the machines. That gap is where cameras belong, and nowhere else.

- The MES stops where the operator starts. A modern placement machine can place more than 136,000 components per hour and logs every one. The manual insertion bench, the touch-up station and the packing table log nothing but a tick in a register.
- ESD damage is invisible, not absent. The ESD Association notes that many components are susceptible at less than 100 volts, with some disk-drive components affected below 10 V, and describes latent failures that surface only after a period of normal operation — while noting that latency itself is debated and hard to prove. No inspection reliably catches it. Discipline prevents it.
- Changeover is the cheapest minute you own. SMED exists because Toyota drove die changes from hours to fifteen minutes by the 1960s and to 180 seconds by the 1990s, by separating internal from external setup. A camera on the feeder trolley is the SMED stopwatch you never staff.
- The cluster is scaling faster than your supervision. India's electronics production was projected at US$220 billion (₹18,26,000 crore) in FY25, and the large-scale electronics PLI is credited with 1,71,448 additional jobs as of December 2025. New hires per supervisor is the real number that changed on your floor.
- Your buyer audits people, not just boards. An EPA walkthrough, a gowning check, a traceability question on a specific serial — the auditor asks and you either show footage or you show a register nobody believes.
- Rupee scale is modest. At Indian market rates of roughly ₹8,000–₹15,000 per camera to buy and install, a focused 12–20 camera plan covering EPA entry, two SMT lines, the manual bench and the rework corner lands near ₹1.2–3.2 lakh including NVR and cabling, plus a recurring AI/VMS layer. - Cameras are now a regulated data system. The Factories Act 1948 was repealed on 21 November 2025 when the OSH Code 2020 came into force, and worker footage sits under the DPDP regime, whose Rules were notified 13 November 2025 and take substantive effect 14 May 2027.
Why this is a 2026 problem, not a 2030 one
The PLI-era build-out concentrated in three places you already know. Noida and Greater Noida host Samsung, Vivo and OPPO plants and are routinely described as India's leading mobile-manufacturing hub. Sriperumbudur has been a special economic zone since 2008, with Foxconn, Flex, Salcomp, Sanmina and Samsung on the Chennai–Bengaluru corridor. Hosur added Tata Electronics to an industrial base that already ran Titan, TVS and Ashok Leyland.
Component depth is following assembly: investment commitments under the Electronics Components Manufacturing Scheme reached ₹1,15,351 crore by December 2025, and the India Semiconductor Mission had ten projects approved with cumulative investment of ₹1.60 trillion as of January 2026 (IBEF).
What that means on your floor is simple and unglamorous. You are hiring faster than you are promoting supervisors. Line ratios that worked at 250 workers do not hold at 700. Cameras are not a security purchase in this context; they are a supervision-span purchase.
The four blind spots — and what each costs

The last column is the honest one to argue about with your quality head. These are structures, not benchmarks. Do not accept a vendor's version of them. Count your own rework trays for two weeks first.
ESD: the one place a camera beats a logbook
Every EMS plant claims an ESD-protected area. The control programme framework is standardised — ANSI/ESD S20.20-2021, with companion documents such as ESD TR53 for compliance verification, and IEC 61340-5-1 as the international counterpart. Grounding people through wrist and foot straps, dissipative flooring, mats and ionizers are the accepted controls (ESDA fundamentals).
The failure is never the standard. It is the third shift at 3 a.m., a strap hooked to the bench but not the wrist, a jacket over the ESD coat because the AC is cold, a visitor walking to the line without smock or heel straps.
A camera on the EPA entry and one down the bench row answers three questions a register cannot: was the wrist-strap test actually performed or was the button pressed twice, is the smock worn closed, and did anyone enter the EPA without gowning. Mama's job here is not to catch a person; it is to send the owner one line at shift end — "4 ungowned EPA entries, all between 02:00 and 04:00, Line 2 door" — which is a door-and-training problem, not a discipline problem.

Changeover: the video is the study
High-mix Indian EMS means changeovers, not long runs. SMED's core insight is separating internal setup (only possible when the process is stopped) from external setup (done while the last batch still runs), and Shingo's method claims roughly 45% improvement per iteration — a target from the method's own literature, not a measured result on your line.
Nobody in your plant has time to stand with a stopwatch through 78 changeovers a month. A camera pointed at the printer and the feeder trolley does exactly that, every time. What you want out of it is one number per changeover — stop to first good board — and one fact: how much of that time was spent fetching things that could have been staged.
In practice the first month of footage usually shows the same three thefts of time: stencil not pulled in advance, feeder trolley not pre-loaded, and a supervisor signature waited on. All three are fixable without capex.
Manual stations and the rework loop the MES never sees
After reflow, the honest part of an EMS plant begins: heat-sensitive components fitted by hand, connectors, mechanical assembly, functional test, pack (SMT process).
Two things happen at those benches that machine data cannot reconstruct. First, when a defect is traced back three days later, you know the line and the shift but not the pair of hands or the method. Second, boards that fail test go to rework and come back — and in many mid-size plants that loop is not counted anywhere, so your yield looks better than your cost.
A camera over the rework table plus timestamps gives you two numbers you have probably never had: how many boards entered rework this shift, and how long the average board sat there. Where cameras do not help — and where they can hurt you
This is the section vendors skip.
They do not detect ESD events. A discharge is invisible to a camera. Cameras observe behaviour and compliance, nothing more. If a supplier promises "ESD detection", they are selling you gowning detection with a better name.
They do not read solder joints. Anyone proposing CCTV instead of AOI or SPI is wasting your money. Optical inspection needs controlled lighting, fixed geometry and resolution a ceiling camera does not have.
They will not fix a line balance problem. If your bottleneck is a single test jig, video only documents the queue you already see.
They can hurt you three ways. Ceiling cameras aimed at benches can capture customer artwork, gerbers on screens and test fixtures — a real NDA exposure with brand-owner clients. What to buy first, in rupees
Start with six views, not sixty: EPA entry, SMT printer/feeder area, one line overview, manual bench row, rework table, and dispatch pack-out. Run it for six weeks before adding anything. Measure two things only: changeover minutes and rework entries per shift. If those two numbers do not move, more cameras will not help you — better staging and better standard work will. If they do move, expand to the second line. FAQ
Does an EMS plant in India legally have to install CCTV? There is no blanket statutory requirement to install cameras in a factory. Obligations come from the OSH Code 2020 regime and its Central Rules, from state rules, and — more often in practice — from customer and brand-owner audits. Separately, what you may buy is regulated: only cameras meeting MeitY's Essential Requirements may be sold in India from 1 April 2026. Can cameras replace our wrist-strap testers? No. Testers measure resistance; cameras only show whether the test was performed and whether gowning was worn correctly. Use both. The camera's real value is catching the pattern — one shift, one door, one bench — that a pass/fail log will never surface for an owner reading it monthly.
Will brand customers object to cameras over their lines? Some will, strongly, because their product design is visible. Raise it before installation, share your camera layout drawing, agree angles that exclude screens and fixture detail, and put retention limits in writing. Handled openly it usually strengthens an audit; handled quietly it becomes a finding.
How long should we keep electronics-plant footage? Keep it as short as your quality and audit cycle allows — commonly around 30 days, longer only for dispatch and gate views tied to specific disputes, and subject to any state night-shift minimum that applies to you. Our plant runs women on night shifts. Does that change anything? Yes. Under the OSH Code framework, women may work between 7 pm and 6 am subject to consent and prescribed conditions, and the OSH (Central) Rules 2026 list CCTV surveillance of the workplace among those conditions, alongside safe pick-up and drop and lit entry/exit routes. What is the fastest payback in an EMS plant? Changeover time. It needs no new hardware beyond one camera, no worker-level data, and no argument with HR — and at three changeovers a day, cutting 15 minutes each frees roughly 20 line-hours a month. Rework counting is second, and ESD discipline third, because its payoff is a field-failure rate you only see next year.
