Government data (via RTI) shows about three worker deaths a day in registered factories; global studies put a typical plant's OEE near 55–60% against an 85% "world-class" mark; and India has no reliable national figure for manufacturing shrinkage at all. The honest limit: the $2.3 million/hour headline is an automotive-giant number. For a 300-worker plant the useful figure is your contribution margin per hour of a stopped line — a number you compute once and then watch. Fatal and non-fatal injury data for factories comes from the Directorate General Factory Advice Service & Labour Institutes (DGFASLI) under the Ministry of Labour, which collates returns filed by state Chief Inspectors of Factories under the Factories Act, 1948. The honest limits. Three of them matter. First, this counts registered factories only — the informal workshops where much of India actually manufactures are outside it, so real harm is higher. Second, DGFASLI depends on states reporting, and reporting is uneven. Third, note the enforcement gap in the same data: 3,331 deaths, 14 imprisonments. Theft and shrinkage: the number owners most want, and least have
This is the honest weak spot of Indian factory statistics. There is no national dataset that measures shrinkage — theft, pilferage, wastage — inside Indian manufacturing or warehousing. What exists is crime data (NCRB), which counts reported cases, and retail-sector surveys, which measure a different setting. Both are useful context; neither is your factory's shrink rate.

The honest limit — say this to any vendor who quotes you a shrinkage number. The "3.2%, highest in the world" line is real but it is retail and it is from 2009; do not apply it to a 2026 factory floor. The NCRB counts are police cases, and the overwhelming majority of shop-floor and gate pilferage is never reported to police — so NCRB understates workplace loss while looking like a big number. Industry is India's biggest single power consumer, which is why a compressor or a line left running through a break is a rupee leak, not just an emissions line. Why this pair matters to an owner. Female participation is rising fast, and the legal blanket ban on women's night work under the Factories Act 1948 is gone — replaced by a consent-plus-safeguards regime. If you plan to run women on a second or third shift, CCTV coverage of entry/exit, transport pick-up points and the shop floor is now part of the compliance expectation, not the old prohibition. Read these three numbers together and the honest picture appears. The ASI counts ~2.53 lakh larger organised factories; the Factories Act register (DGFASLI) counts ~3.63 lakh registered factories; Udyam counts 5.70 crore MSMEs of every kind. They are three different frames, not three estimates of one thing — which is exactly why "how many factories does India have?" has no single right answer, and why anyone quoting one number without saying which register is not being careful.
What none of these numbers can tell you
Being blunt here is cheaper than a bad decision:
- They are national or global; your plant is neither. Every figure above is an aggregate. Your line's downtime, your gate's shrinkage, your floor's incident rate are yours to measure. Benchmarks set the direction; they do not set your target.
- The theft picture is genuinely missing. India has no manufacturing-shrinkage dataset. Anyone who hands you a precise national factory shrink percentage is extrapolating, usually from 15-year-old retail data.
- Accident data undercounts. DGFASLI covers registered factories reporting through overstretched state inspectorates. The informal sector — where a great deal of manufacturing happens — is largely invisible in it.
- Cause, composition and intent are not in any of these numbers, and not on any camera. A statistic tells you the scale of a problem. It does not tell you why your scrap rose, whether a loss was theft or wastage, or whether an incident was negligence — those are investigations, not data points.
