Cameras in Packaging and Printing Plants: Waste, Make-Ready and Job Changeovers

In a packaging or printing plant, cameras earn their keep on make-ready waste and changeover minutes, not on catching thieves. At the India BOPP film price of about USD 1,970/tonne (roughly ₹190/kg), a 150-tonne-a-month converter shaving one percentage point off waste recovers around ₹34 lakh a year — several times what the camera system itself costs.

You run a converting or printing plant somewhere between Silvassa, Sivakasi, Vapi, Faridabad or Chakan. Two hundred to a thousand people. Rotogravure or flexo, maybe a mono-carton line. Your margin is set by two numbers you cannot see from your office: what percentage of the reel goes to the scrap bin, and how many minutes a press stands still between jobs. Why make-ready, not theft, is the real cost centre

Ask a converter where the money leaks and you will hear "pilferage of reels." Run the arithmetic and it is almost never true. A stolen 50 kg BOPP reel is about ₹9,500. Twenty minutes of extra make-ready on a gravure press, eight times a day, 300 days a year, is 800 press-hours gone.

Make-ready waste is worse because it is invisible by design. Every plant has a standing allowance — so many metres to bring registration in, so many to stabilise viscosity and colour, so many to get the laminator bond right. Nobody audits the allowance. The operator who takes 400 metres and the operator who takes 1,100 metres both write "set-up" on the docket.

The camera's job here is dull and specific: timestamp the changeover. When did the last good metre of job A run out. When did the press stop. When did the cylinder or sleeve come out. When did it go back in. When did the press restart. When did the first good metre of job B appear. That is six timestamps per changeover, taken automatically, every shift, forever. You will see your spread within a fortnight.

Three honest notes on this table. First, ₹190/kg is a plain BOPP film input price converted at July 2026 rates — if you buy laminated structures, metallised film or printed board your rate differs, so use your own purchase register, not this number. Second, the 7% waste line is an illustration, not a benchmark; substitute your true figure including set-up scrap. Third, "recover 3 points" is the top of the published range for automated inspection systems in corrugated, not a promise for a gravure line running short FMCG SKUs. Budget on one point. Treat two as a good year.

Against that, a properly specified 16-camera floor runs about ₹1.3–2 lakh upfront plus ₹16,000–₹40,000 a month for the AI layer — call it ₹5–7 lakh in year one. It is an unusually clean business case, and it is clean precisely because packaging waste is priced in film, not in labour.

Changeover time: what to actually count

Job changeovers in Indian packaging plants are getting shorter and more frequent, not longer. Flexo already dominates — 56.31% of India's corrugated print impressions in 2025 — and flexo's whole economic argument is multi-SKU agility. Your FMCG customers are running more SKUs, smaller lots and more promo packs. Changeover frequency is your new bottleneck whether you planned for it or not.

Four things worth measuring on camera:

  1. Internal vs external setup. Classic SMED. Was the next cylinder set, the next reel staged, the ink matched and the doctor blade ready before the press stopped? Footage answers this; a supervisor's memory does not.
  2. Who was standing where. Most changeovers stall not on the machine but on a person who is somewhere else. You are not looking to punish an operator — you are looking at whether one fitter is serving four presses.
  3. Rework loops. The press starts, runs 200 metres, stops again. On camera that is obvious. On the production report it is a single "set-up" line.
  4. The last 10 minutes of the previous job. A lot of make-ready waste is actually a job that was never brought properly to standard and limped to the end.

What cameras do NOT do in a print plant

This is the part vendors skip.

They do not judge print quality. Colour, register, dot gain, streaks, pinholes — that is line-scan web inspection, a spectrophotometer and a densitometer. A general-purpose AI camera on the ceiling cannot resolve a fraction-of-a-millimetre register shift on a web moving at hundreds of metres a minute, and any supplier who says otherwise is selling you something. Use cameras for process (did the operator run the check, at what time, was the retained sample pulled) and keep inspection kit for product.

They do not survive the solvent side. Rotogravure ink kitchens, solvent stores and dryer zones are classified hazardous areas, and electrical equipment installed there has to be certified for the zone — ordinary PoE cameras are not. Putting a standard camera in one is a genuine safety and insurance problem, not a formality. Ordinary cameras belong in the print hall, the reel store, the lamination and slitting areas and the despatch dock. For the solvent zone you need properly certified equipment or you keep out — plan the layout accordingly, as in where to place cameras on a shop floor.

They do not fix a broken job docket. If your plant does not record job number, reel number, metres in and metres out, a camera adds pictures to a mystery. Get the paperwork honest first.

They do not come free of worker-data obligations. Footage of identifiable workers is personal data. India's DPDP Rules, 2025 took effect on 14 November 2025 with substantive obligations — notice, purpose limitation, retention, security — phased in to 14 May 2027. They do not replace a union conversation. In Silvassa and Vapi in particular, presenting a camera project as a waste project — with the numbers on the board and the savings shared — lands very differently from presenting it as a surveillance project. Choose deliberately.

Brand-owner audits are the second reason to install

Your compliance pressure in packaging comes down the supply chain, not up from the state. FMCG brand owners and retailers commonly require BRCGS Packaging Materials or FSSC 22000 certification before they will list a converter, and many run ethical audits on top.

Where footage genuinely helps:

How to start without buying a full system

You almost certainly already have DVR cameras over the presses and the reel store. Before any capital request:

  1. Pull two weeks of existing footage over one press. Hand-log every changeover: stop time, restart time, first-good-metre time.
  2. Put the spread on a chart. Best changeover vs worst, by shift and by operator.
  3. Multiply the gap by your press-hour contribution and your film rate.
  4. Only then decide whether AI on the existing cameras is worth it — the retrofit route is far cheaper than a new install and is usually the right first step for a converter.

If step 2 shows no spread, you have a well-run plant and cameras will not add much. That is a legitimate outcome, and worth two weeks to discover.

FAQ

Does CCTV in a packaging printing plant in India actually reduce waste? Indirectly. Cameras do not cut waste; measurement does. Recorded changeover timestamps expose the gap between your best and worst make-ready, and that gap is where the film goes. Dedicated automated inspection in corrugated shows 3–4 percentage points of waste reduction; general cameras deliver less, but cost an order of magnitude less too.

Can cameras detect print defects like register or colour drift? No. Ceiling or wall CCTV cannot resolve register shift or colour density on a fast-moving web. That work needs line-scan web inspection and spectro instruments. Cameras are for process discipline — whether checks were done, when, and by whom — not for product-quality decisions.

Do the Factories Act rules still apply to my print plant? No. The Factories Act, 1948 was repealed when the OSH Code, 2020 was brought into force on 21 November 2025, along with 12 other central labour laws. The Central Rules followed in May 2026 and state rules are still landing, so check your state's position — but stop drafting policies against the 1948 Act.

Will BRCGS or an FMCG customer require me to have cameras? Neither BRCGS Packaging Materials Issue 7 nor FSSC 22000 mandates CCTV by name. Both require documented site-security and product-defence assessment and demonstrable traceability. Footage is one accepted way to evidence both, and it is usually the cheapest way for a mid-size Indian converter. Individual customer contracts and tenders are a separate matter — some do specify cameras.

How much of my film cost is at risk from waste each month? Take your monthly tonnage, multiply by your landed material rate — around ₹190/kg for plain BOPP at July 2026 India prices — then by your true waste percentage including set-up scrap. A 150 t/month plant at 7% is carrying roughly ₹20 lakh a month in the scrap bin.

Should I install cameras in the solvent and ink-kitchen area? Not with standard equipment. Those are classified hazardous areas and ordinary PoE cameras are not certified for them. Cover the print hall, reel store, lamination, slitting and despatch with normal cameras, and treat the solvent zone as a separate, properly certified project — or leave it out.
