Cameras in Chemical Plants: Hot Work, Confined Space and the PESO Reality (India)
In an Indian chemical plant, cameras split into two worlds. Inside PESO-classified hazardous areas, electrical equipment needs Chief Controller of Explosives approval under Rule 106 of the Petroleum Rules, so a camera costs lakhs. Everywhere else — usually most of the site — ordinary IP cameras with AI catch permit violations, missing PPE and unattended tankers.
You run a 200–1,000 worker chemical or specialty-intermediates plant in Ankleshwar, Dahej, Taloja, Pashamylaram or Cuddalore. Your three recurring nightmares are the same as everyone's: a hot-work job that lights something it shouldn't, a man who steps into a vessel without a valid entry permit, and a tanker left connected at the loading bay with no one watching. This page is about where cameras genuinely help with those three, where they cost a fortune for little, and where they do nothing at all.

- The Factories Act is gone — write your permits against the OSH Code now. All four labour codes took effect on 21 November 2025, repealing and consolidating 29 central labour laws; the Occupational Safety, Health and Working Conditions Code, 2020 alone replaces 13 of them, including the Factories Act, 1948. The OSH (Central) Rules, 2026 were notified and came into force on 8 May 2026. Any SOP still citing "Section 41B of the Factories Act, 1948" is a stale document an inspector will notice.
- MSIHC 1989 did NOT go away with it. The Manufacture, Storage and Import of Hazardous Chemical Rules sit under the Environment (Protection) Act, 1986, administered by MoEFCC — a different ministry and a different statute from the labour codes — and still carry your safety report, on-site emergency plan and major-accident notification duties (rule text). The draft Chemicals (Management and Safety) Rules that would replace them remain unnotified.
- A fire, explosion or gas leak is now a 12-hour clock. Under the OSH (Central) Rules 2026, a dangerous occurrence — explosion, fire or gas leak — must be reported within 12 hours to the Inspector-cum-Facilitator and the District Magistrate, even where nobody was injured. Video that fixes the timeline and ignition source in the first hour is worth more than video you find three days later.
- PESO approval is a manufacturer's certificate, not something you can buy your way out of. PESO's Chief Controller of Explosives approves the equipment, at ₹500 per type of equipment, on an application from the maker: prototype test-lab certificates plus, for flameproof gear made in India, a BIS licence; imported equipment additionally needs an Indian agent with technical back-up and IEC- or EN-accredited test-house certification. You cannot get a plain camera "certified" after purchase.
- Zone dictates the protection type. PESO permits flameproof, intrinsically safe and encapsulated equipment in Zone 1, and non-sparking or increased-safety equipment in Zone 2. That single line decides your camera bill of materials.
- Made-in-India Ex cameras exist now. Honeywell lists India-manufactured explosion-proof IP cameras marked IECEx Ex db IIC T6 Gb, with 316L stainless housings and IP66/67/68 ratings — relevant if you are also working through the BIS/STQC procurement rules. Ask any vendor for the PESO/CCoE approval number in addition to the IECEx certificate.
- The sector's accident record is the business case. IndustriALL counted over 110 workplace accidents in India's chemical and pharmaceutical sector in 2024, killing at least 220 workers, and over 60 incidents killing more than 100 in the first half of 2025 — including the Sigachi Industries blast of 30 June 2025, at Pashamylaram in Telangana.
Where PESO actually bites — and where it doesn't
Owners routinely make one of two expensive mistakes: they either buy flameproof cameras for the whole plant, or they hang ordinary domes inside a solvent handling bay.
The correct move is a hazardous area classification drawing — the zone map your electrical consultant should already have prepared for the plant. Everything follows from it:
- Zone 0 — flammable atmosphere present continuously (inside tanks, inside vessels). Nobody puts a camera here; put it looking at the manway instead.
- Zone 1 — flammable atmosphere likely in normal operation: solvent charging bays, reactor floors, tank farm dyke areas, tanker loading gantries. PESO allows flameproof, intrinsically safe or encapsulated protection here.
- Zone 2 — flammable atmosphere unlikely and short-lived: the outer margins of the above. Non-sparking and increased-safety equipment is permitted.
- Non-hazardous — the utility block, ETP, warehouse aisles, QC lab corridors, weighbridge, gate, canteen, packing hall, contractor gate. In most mid-size Indian plants this is the large majority of the footprint.
One nuance worth knowing before you argue with a vendor: the CCoE approval requirement under Rule 106 attaches to hazardous areas falling within the jurisdiction of the Petroleum Rules, 2002. Your zone drawing, and the licence conditions on your storage, tell you which parts of your site those are.
Your camera money goes furthest in the non-hazardous band, because that is where the human behaviour lives: who entered, with what PPE, at what hour, under whose permit.
The camera bill of materials, zone by zone
Costs below are indicative Indian planning figures per camera position installed — camera, cable, conduit, labour and a share of switch and recorder. They vary sharply with brand, cable run and civil work, and the Ex figures in particular are order-of-magnitude only. Treat them as a sanity check on a quotation, not as a quotation. A working rule: for every Ex-rated camera you are quoted, ask whether an ordinary camera placed 10–20 metres away, outside the zone boundary, sees the same event. Very often it does — at a small fraction of the cost. Budget the network side separately; see PoE budgeting for factory cameras.
Hot work: the permit says one thing, the floor does another
Hot work permits fail in predictable ways, and all of them are visible from outside the hazardous zone:
- Welding or grinding continues after the permit window closed — typically the second shift picking up an unfinished job.
- The nominated fire watch left, or never arrived. This is a common gap in plants using contract fabricators.
- No fire extinguisher, blanket or water hose staged at the spot.
- Sparks falling into a floor drain or a dyke — the classic path to a tank farm fire.
- Hot work started before the gas test, or in a different location than the permit named.
AI video handles this as a scheduled question, not a live alarm: between 14:00 and 18:00, at the location on permit HW-2211, was a person present continuously within 5 m of the welder, and did activity stop by 18:00? That is a report the safety officer reads at shift end, which is far more useful than a siren nobody trusts. PPE checks at the same spot — face shield, apron, gloves — run on the same footage; the mechanics are the same as in helmet and PPE detection.
Confined space: cameras watch the attendant, not the entrant
Once a man is inside a vessel, no camera helps him. The value is entirely at the manway:
- Entry recorded with a timestamp, matched against the permit's validity window.
- Whether the standby attendant stayed at the opening for the whole entry — the duty that gets quietly abandoned during tea.
- Whether the entrant wore the harness and lifeline he signed for.
- Whether anyone entered at night or on a Sunday, when the permit desk is thin.
- Head-count in versus head-count out. Cameras count reliably; tally boards do not.
The uncomfortable finding many plants get in month one is not that men are entering unsafely — it is that entries are happening that never reached the permit register at all.
The loading bay is often the highest-return camera in the plant
For a mid-size Indian chemical unit, the tanker decanting bay tends to produce the best return on a single camera position, because so much goes wrong there and so little of it is recorded:
- Tanker left connected with the hose live and no operator present.
- Earthing clamp not attached, or attached to painted steel.
- Driver or khalasi in the bay in slippers, no helmet, no goggles.
- Engine running during decanting.
- Vehicle movement inside the bay while a transfer is in progress.
Unlike hot work, most of these are static conditions — a hose connected with no human in frame for eleven minutes — which is exactly what video analytics does well and what a guard on a twelve-hour shift does badly. If you are comparing that trade-off in rupees, see security guard vs AI cameras.
What cameras do NOT do in a chemical plant — be clear about this
- They do not detect gas. A normal camera cannot see LEL, H₂S, ammonia or chlorine. Fixed gas detectors and personal monitors are not optional, and no video system substitutes for them. Optical gas imaging is a separate, far more expensive class of instrument.
- They cannot tell you a permit is valid. They can tell you work happened at a place and time. Matching that to a signed, gas-tested, countersigned permit still requires your permit register — digital or paper — to exist and be honest.
- Steam, dust, solvent vapour and night glare degrade them. A camera in an ammonia or SO₂ atmosphere also corrodes; stainless housings are not a luxury near the plant.
- They do not stop an explosion. Sigachi in 2025, Dombivli in 2024 — these were process and equipment failures. Video shortens the investigation. It does not prevent a runaway reaction.
- Cameras can hurt you legally if the footage is careless. Continuous worker monitoring and long retention create obligations under the DPDP Act, and footage of an unsafe practice you knew about and tolerated is evidence against you, not for you. Read DPDP and worker CCTV before you switch anything on.
- They do not satisfy any statutory duty by themselves. No provision of the OSH Code, its Central Rules or MSIHC accepts a camera in place of a competent person, a gas test, an attendant or a written permit.
A sane sequence for a mid-size plant
- Get the hazardous area classification drawing out and mark every proposed camera position against a zone. Anything in Zone 0/1/2 needs a PESO-approved product — confirm the approval number with the manufacturer, not the integrator.
- Cover the non-hazardous majority first with ordinary cameras: gate, contractor entry, loading bay approach, manway standing points, hot work corridors, warehouse, ETP.
- Run analytics for one month in report mode only. Do not alarm anyone yet. Find out how often permits and reality diverge.
- Take the top three recurring failures to your safety governance — a Safety Committee where the appropriate Government has required one under Section 22(1) of the OSH Code, and in any case your safety officer, whom Section 22(2) requires in a factory carrying on a hazardous process with 250 or more workers. Then fix the process, not the camera.
- Only then buy Ex-rated cameras, and only for positions where nothing outside the zone can see the event.

FAQ
Do I legally need CCTV in a chemical factory in India? No general statute mandates CCTV in chemical plants. Obligations come from MSIHC 1989 (safety report, on-site emergency plan, accident notification) and the OSH Code regime for safe working conditions. Cameras are evidence for those duties, not a duty in themselves. Some states impose CCTV conditions separately as part of permission for women's night shifts, and individual customers or insurers may impose their own terms.
Does an ATEX or IECEx certificate mean I can install the camera in an Indian Zone 1 area? Not on its own. PESO's FAQ is explicit that electrical equipment used in hazardous areas under the Petroleum Rules — including equipment manufactured abroad — requires approval by the Chief Controller of Explosives, granted on the manufacturer's application and supported by prototype and conformity certification. Ask for the PESO approval letter and number, not just the IECEx certificate.
Can I put a normal camera in a solvent handling area if it's outdoors and well ventilated? Only if the hazardous area classification drawing says that spot is non-hazardous. Ventilation is one input to that classification, not a substitute for it. If the point falls inside Zone 1 or 2, a standard camera is an uncertified potential ignition source, and your insurer will raise it after a fire.
What does a PESO-approved explosion-proof camera cost in India? Materially more than an ordinary one — vendors typically quote in lakhs rather than tens of thousands per position, driven by the flameproof stainless housing, certified cable glands and dedicated conduit. Get at least two quotes; that gap is exactly why the zone drawing matters, because every position you can serve from outside the zone avoids most of that cost.
Can AI video read our hot work permits automatically? It can match observed activity to a permit record if the permits exist in digital form — location, window, permit number. If your permits are paper in a file at the safety desk, the camera can only tell you that work happened at a place and time; the reconciliation stays manual until the register is digitised.
We already have 40 analogue cameras. Do we have to replace everything? Usually not for the non-hazardous areas — analytics can often run on existing streams, which is covered in retrofitting AI onto existing CCTV.
